Summary/Abstract: The article discusses the role and importance of public administration of the education system in Kazakhstan, as the main factor of social and economic progress needed to support a competitive research base on a global scale and spread knowledge for the benefit of society. Based on a two-factor regression model, it is determined how the number of graduates of secondary schools and the number of colleges influence the number of universities in Kazakhstan. In addition, based on the results of a general assessment of the autonomy of state higher educational institutions of Kazakhstan, conclusions were drawn and priority directions of state administration were presented in modernizing the higher education system.
