The principal scheme of innovative import substitution process has been developed by the researchers, its stages have been analyzed and the most problematic areas in its implementation have been singled out. Based on the analysis of empirical data obtained by the survey of target groups, the identification of factors has been provided and their significance in the import substitution potential of the region has been determined; the algorithm for the region import substitution capacity assessment has been developed.
