Summary/Abstract: Among the categories of vulnerable persons established at the level of thenational social assistance system in Romania are also those of people with disabilities.The social evolution has lately imposed some changes in the legislation in variousareas. In correlation with the fiscal policy of the state a number of amendments wereadopted, including regarding the specific normative for the protection and inclusion ofpersons with special needs. This paper aims to evaluate the impact that the newprovisions will have at society level. The approach will start analyzing the realities thatpreceded this last legislative change, will review in detail the relevant aspects of theactual change and ultimately point out the reflections that the normative act generatedin the practical plan.
