Summary/Abstract: This article presents a very brief analysis of the condition of social policies reform, observing the state's goodwill to create well-being of its citizens. The main purpose is to investigate new social policies, political actors and the environment, in that way to confirm or infirm the sustainability and efficiency of social system. The methodological approach is settled in sociology and social science, based on a qualitative research. The tendency to reform the social policy system based on the restriction of the state's role and an increase of individual freedoms is observed in the laws adopted at national level. Findings from the analysis reveal that legitimacy crisis is based on the lack of performance of the institutions responsible for social policies and, at the same time, the low satisfaction of citizens is caused by the failure of the state to provide wellbeing.
