Summary/Abstract: Primary Health Care Corporation (PHCC) in Qatar was operating in 27 primary health care centers distributed across three regions. In 2014 alone, PHCC served 5.2 million visitors. This provides us with an indication of how important the Primary Health Care Sector is to the State of Qatar and demonstrates the necessity for further research into the field of performance in this sector. Different antecedents of organizational performance have been considered in the literature. However, organizational culture has not been studied as an antecedent of organizational performance specifically in the context of Quatar’s primary health care sector. Therefore, a theoretical framework will be beneficial in order to gain a better understanding of the relationship between organizational culture and organizational performance.
