Summary/Abstract: Methods used to recruit judges are a sensitive subject because they involve the issue of the independence of the judiciary. Citizens see their judges as a personification of the judiciary and expect them to be independent and impartial throughout the career. Consequently, recruitement of judges, training of magistrates, codes of ethics, efficacy of the judiciary represent more than a checklist of individual actions that can be ticked off one by one. They are all interlinked. Progress on one has impact on others. Each benchmark is a building block in the construction of an independent, impartial judicial system.
