Summary/Abstract: Technocratic government is a crisis phenomenon. Though its status is often considered as being antipolitical, it would be better to speak of a non-partybased government. This type of administration can be formed when parties empower nonpartisan technocrats for strategic reasons to shift responsibility for governing onto them. However, of those administrations labelled as technocratic only a few can be considered to be so in the absolute sense, i.e. the inverse of party-based governance. Modern democracy is based upon representation and party government and the parties constitute the linkage between the voters and the government. Given these characteristics, technocratic government cannot be seen as a long-term alternative to partisan representation, hence a technocratic administration is only a state of exception for democracy.
