Summary/Abstract: Political institutions and democratic political processes appear as decisive forces of change — of economic and social progress. In this light, the construction of democratic institutions becomes a basic issue. Neither of two dominant traditions of democratic political theory — American liberalist-individualism or French Republican-Collectivism — are in a position to resolve collectively the decisive problems of modem society. Through the analysis of their constitutional order and - procedures (the general right of voting and welfare state) and implicit moral values, the authors call for new, moral forms of political activity of citizens.
