The diversity of challenges for ensuring the Eastern flank: a good to be exploited

Summary/Abstract: We cannot ignore the fact that around the two organizations we are part of NATO and the EU it was created a genuine corridor of instability with many hot spots - from the Russian Federation’s aggression in Ukraine and the change in the security balance in the Black Sea region by the illegal occupation and militarization of Crimea in the East, to the rise of the terrorist phenomenon, the growing challenge of illegal migration, various crises and state instability in the South. And Romania - at its eastern border and at the point of inflection with its southern vicinity through the wider Black Sea region - has the duty and responsibility to help substantially in the effort to project stability, democracy and prosperity. Romania has come up with concrete proposals regarding the balanced focus on the eastern and southern vicinities of the EU; more effective engagement in the Common Security and Defense Policy (CSDP) missions; better EUNATO coordination and focus on energy and cyber-security issues. It also proposed, among other things, the idea of creating security topic dialogues in a broad sense, dedicated to partner states, which we have called the Security Trusts. These formats have as objective the regaining of trust and the stimulation of cooperation with neighbouring states and the “neighbours’ neighbours”, but also the involvement of other actors interested in the stability of the regions concerned. Romania has proposed three such platforms: for the Black Sea and the Caucasus region; the Gulf and the Middle East; and Sub-Saharan Africa. As an important dimension of ENP, the Riga Summit pleaded for a revised and more visionary Eastern Partnership. In a joint initiative with Germany and Bulgaria, Romania proposed the revision of the Black Sea Synergy - which our country has actively promoted during this period and which it wants to revitalize. It is a form of concretisation in the Black Sea region of the Security Trusts concept, the synergy offering the advantage of opening up to Black Sea coastal communities and includes EU member states, candidate countries, PaE member states, “neighbours’ neighbours”.
