Summary/Abstract: Through a comparative analysis of Australia and Yugoslavia, the author exemplifies the special possibilities for the action of interest groups offered by federal systems. Both federal systems ensure to interest groups the access to numerous strategic points and the articulation of "federalistic interests". The activities of Interest groups in the Australian federal system usually with certain political parties behind them, are illustrated on the examples of conflicts over state schools, unemployment, health insurance, the interests of milk producers, and the conservation of the natural environment of Tasmania. The activities of interest groups in the Yugoslav Federal system — outside the legitimate types of activities within the system of self-managing communities of interest — are illustrated by instances of the behaviour of political authorities in federal units as powerful interest groups, competing for the scarce resources and for the financial and political support of the federation for their own projects.
