Summary/Abstract: The article begins with comments on the idea of Karl Lamers, Peter Hintze and Klaus Jürgen Hedrich – CDU members in the German parliament (the idea was mentioned in Frankfurter Allgemeine Zeitung) that a vague and simple European perspective would not be enough for the states in South eastern Europe and suggest a special community for these states based on the EU model.
