Nanetti) about the regional experience of Italy - Making Democracy Work: Civic Traditions in Modern Italy (1993). Parallels to the situation in Romania. The constitutional reform in Italy is very important for the Romanians because it shows how could the transformation of the local authority from a n administrative unit controlled by the centralised state into an autonomous factor of the democratic exercise of power.
