The institutional sources of minority governments in post‑communist states of Central and Eastern Europe

Summary/Abstract: The phenomenon of the formation of minority governments in post‑communist countries in Central and Eastern Europe was treated as an emergency situation and non‑typical for the parliamentary and cabinet systems in this part of the continent. The aim of the article is to explain the institutional reasons for the formation of government offices without the support of the parliamentary majority in selected countries of Central and Eastern Europe in transition. The author assumes the thesis that one of the main reasons for this situation was the immaturity of the political system, and in particular the shape of the party system and the changing electoral system connected with it, as well as thelack of electoral experience of citizens of selected countries.
