Summary/Abstract: The EU’s response in the context of the Arab uprising in Libya could be considered an early test for its new institutional framework after the Lisbon Treaty that teaches the EU to reconsider the appropriate instruments in order to improve the leadership, increase the coherence and to eliminate the discrepancies that emerge between the different European institutions or member states. By studying the political and economical background of the EU-Libya cooperation during and after Qadhafi Era, the paper aims to answer the following question: how did the (in)coherence of the EU’s response to the Libyan crisis influences the consistency of the European External Action Service (EEAS)? The study grounded these analytical variations on 4 dimensions of the coherence degree, horizontal, institutional, vertical and multilateral, in order to establish the European policy effectiveness in Libya.
