Summary/Abstract: The present paper deals with the issue of checks and balances as the principle of parliamentarism. Suggesting that constitutional democracy makes the most important concept of the contemporary Anglo-American theory of constitutionalism — the author analyzes the views of its most prominent advocates (Vile, Friedrich, Loewenstein). He arrives at the conclusion that their attempt at superseding traditional concepts of constitutional government as a shared and controlled exercise of power by introducing the element of function has proved a failure, since constitutionalism per se cannot overcome liberalism. When trying to argue for the theory of both democratic and limited (liberal) government, this doctrine very clearly shows that the immanent contradiction of parliamentarism, that between its constitutional existence and its socio-political reality, makes it — as Marx wrote — »the pure political reflection of a bourgeois government«.
