How to Conduct Cultural Policy Toward the USSR

Summary/Abstract: The USSR, after about twenty years of increasing cultural isolation since 1954 (late adherence to UNESCO), once again participates in the cultural life of the world. The legal framework is largely determined by the Soviets. The basis consists of a number of cultural agreements which permit limited and controlled exchange. This exchange differs with regard to Western countries, to peoples democracies, developing countries. The experiences of the Federal Republic of Germany due to the Berlin problem, differ from those of other Western countries. The cultural agreement of 1973 has not solved the Berlin issue, it has merely postponed it to the two year agreement still to be decided upon.
