Summary/Abstract: Accession to the European Union has been a central foreign policy tenet of the three Baltic States since their independence was renewed following the collapse of the Soviet Union in August 1991. The following years saw Estonia, Latvia, and Lithuania sign up to a plethora of international organizations from the World Trade Organization to, most recently, NATO. Nevertheless, accession to the EU has remained a foreign policy priority as much for the symbolic and political significance of the ‘return to Europe’ as the perceived economic benefits.
