Summary/Abstract: As it has already been held, relatively recently, by the Constitutional Court, over time, its case-law has established, on a case-by-case basis only, concrete benchmarks on which authorities/institutions may set up their specific cooperation relations, from the point of view of the compliance with a loyal behaviour, but it did not provide a comprehensive definition of the concept, a definition meant to cover all the particularities of the collaboration between institutions/authorities, which is also difficult to achieve. By Decision no.611/2017, the Constitutional Court has set criteria and benchmarks of general applicability, which is why we consider it useful for both theoreticians and practitioners to present it in a systematic manner.
