Summary/Abstract: This Policy Brief by the Director of the Kazakhstan International Bureau for Human Rights and Rule of Law in Almaty examines the progress made in the former communist states in Central Asia in their efforts to introduce democratic reforms and respect for human rights into their national institutions and diagnoses the major obstacles they have encountered. In the process, he evaluates the contribution made to these efforts by the international community and outlines additional strategies and support programmes to be adopted.
