Summary/Abstract: Humanitarian aid helps save lives by addressing assistance to the most vulnerable civilians, although it has been found on several occasions that it is "less neutral than it is supposed to be" (Stoddard 2002, 40). One could argue that humanitarian aid and political action need to work together, as demonstrated in countries such as Namibia, Cambodia and Mozambique. If the two do not work together, humanitarian aid would be compromised, as was the case in Yugoslavia and Somalia. As we have seen, in the past decades, states have become more willing to act in the name of humanitarianism, committing themselves to respect "certain principles such as impartiality and independence" (Terry, 2002). However, on many occasions, such principles face different challenges, so they have been significantly undermined in countries such as Kosovo, Afghanistan and Iraq, as "the organizations benefited from government support, which belonged to the ironically the fighters (the combatant) "(Hughes 205, 880). This article will therefore examine the findings and connections identified with regard to humanitarian assistance, the current or emerging trends that have been particularly impressive in some regions around the world, and the directions in which humanitarian aid has been transferred. It is worth noting how humanitarian actors have been politicized, working intelligently with states that often build particularly controversial political issues. Contextually, there are interesting cases that need to be examined because of the complexity of the experiences and the diversity of challenges. Overall, given the significant understanding that so far humanitarian reforms have taken place internationally, it can be argued that a strengthening of the capacity of NGOs, the only ones able to act promptly when the situation imposes it, should be considered local level. Consequently, humanitarianism provides aid to needy and those at risk of significant risks that are found in fragile societies where both international and international financial support is needed.
