Summary/Abstract: The article is devoted to the formation of the national identity of the Azerbaijani people at the turn of the XIX and XX centuries, as well as the role that political and public organizations played in this process. The reforms carried out in the Russian Empire in the 60s – 70s of the 19th century contributed to certain progress in the issue of city self-government and the judicial system, but the rights of the indigenous population were still limited. It did not have the right to be elected to the authorities, to have education in their native language and to enter higher education institutions. All these problems, as well as the issue of the literary Azerbaijani language, were brought up for discussion by representatives of the national intelligentsia, which formed political organizations in the early twentieth century.
