Summary/Abstract: The local government is an independent management system that is constituted on the narrower parts of the national territory. The development of local government, it`s constitutional and legal position and the ability of citizens and local governments to independently regulate and decide on issues of local importance are the essential parameters of the level of democracy in the country. The subject of this paper is to analyze the state of local government in the Republic of Srpska legal and political point of view. The first part discusses the historical development of local government in the Republic of Srpska and various social factors under which was emerging as it`s constitutional and legal position. The second part of the paper includes an analysis of compliance of the structural elements of local selfgovernment in the Republic of Srpska with those of the European Charter of Local Self-Government, whose implementation is a major goal of the transition.
