Summary/Abstract: The paper contains an analysis of the problem of coherence between two basic ideas of liberalism: the idea of the value of freedom and of the axiological neutrality of the state. The thesis is that these ideas can be coherent only under the condition, that they will be transformed into theory, according to it the aim of the liberal state is protection of its citizens against the evil from the part of other citizens. The neutrality of the state concerns only socalled high values.
