Summary/Abstract: The 1992 Karaganov Doctrine suggested that Russia should play an active role as a former imperial power and offer protection to Russian speakers left outside Russia, in the regions where they live now. The seven steps of the reconfigured imperialist policy include non-coercive measures such as humanitarian policies, policies regarding fellow citizens, granting passports, information warfare, protection measures, informal control, or official annexation of the territories inhabited by compatriots. The hybrid war was used by the Russian Federation instead of the classical military campaigns in its efforts to rebuild the empire. Moscow proved capable of managing the frozen conflicts of the emerging hybrid war.
