Summary/Abstract: In Latvia, the process of creating the legislative power had been complex. It differed significantly from Poland, where the Sejm was appointed promptly and peacefully — it comprised representatives of most political parties and was acknowledged by majority of the society and contested only by the Bolsheviks. In Latvia it was contrary — a number of competing legislative organs was created. They multiplied in subsequent regions of the country as well as in time, in subsequent elections. The organ ultimately established, although accepted by the majority, neither adequately represented nor was fully accepted by supporters of the forces which lost the rivalry — the German gentry and communists.
