Summary/Abstract: This article discusses the impact of terrorism on human rights. The article explains that еffective counter-terrorism measures and the protection of human rights are complementary and mutually reinforcing objectives which must be pursued together as part of States’ duty to protect individuals within their jurisdiction. The attention is paid to the derogation to the European Convention on Human Rights in the face of terrorism and jurisprudence of the European Court of Human Rights.
