Summary/Abstract: One of the main elements of Bulgaria's participation in the establishment of the European Security and Defense Policy and in particular of the European Rapid Reaction Force was the official declaration on 19 April 2001 of the Bulgarian Army's forces and funds that could be made available for the need for possible future crisis management operations under the aegis of the EU. In March 2001, EU talks were held with Bulgaria, during which the composition of the forces provided by the country was discussed. The legal basis and the legal regulation for sending and using Bulgarian armed forces abroad was discussed for participation in multinational formations and under EU command.
