Summary/Abstract: Although established in good faith (bona fide), the human rights protection institutions in BiH, at all levels, in vast majority of cases turn to be an investment that did not pay off. As there is no enforcement machinery and procedure to enforce decisions of those institutions, the institutions themselves remain the paper tiger. The entire human rights protection architecture in the country, apart from proved to be an enormous money-spender, is of no practical value for those seeking protection of their human rights and fundamental freedoms. The institutions mainly serve as an alibi for international diplomats to save the face with their government as well as with Bosnian citizens, while national power-brokers use them as evidence that the country actually secures human rights protection of highest level possible and is therefore eligible candidate for the Euro-Atlantic integrations. The money to keep those institutions alive is being paid by Bosnian citizens, who also have to pay the life-size price of their ineffectiveness.
