Summary/Abstract: By informing the public, presenting of unbiased assessments and acceptable alternative policies, the non-governmental organizations may boost the public interest and act as spokespersons on issues of particular interest. They can put the security related issues of major importance to the whole society on the political agenda of the Government and the Parliament. Stated differently, they can promote transparency. It is not a means in itself, but a tool to achieve “security and stability” of the security sector and to present to the citizens, i.e. to the tax payers, that it works in their interest and not in the interest of someone else. Transparency is the most important tool in the fight against corruption and other types of violation of the laws. It should protect the state, and more importantly, the interests of the citizens. Thus it will contribute to fulfilling the key requirements for Macedonian integration into NATO and EU.
