Summary/Abstract: The Turks, having a very old history among the nations of the world, have been able to exist in every period of history and in the wide geography of the world and have a first-order factor in the development, rise and collapse of civilizations. The structure of the Turkish society interacted with other cultures in the geography they went to with their deep-rooted cultural history and gained a very rich content. The interaction process has taken place in many Turkish communities. One of the areas where cultural interaction is intense is table culture. Turkish table discipline and culture reveal the layout of the people during the meal, and what needs to be done before, during and after the meal. The presence of the host in the Turkish table setting and the fact that the other people sit on the table from the right and left sides towards the order of importance is an example of table discipline in Turks. This practice, which is applied in Turkish table discipline, takes place in the form of Orun and Ülüş within the structure of the Turkish state. The issue of Orun and Ulus has an important nature in terms of state administration. Pointing out a certain order in the table session, Orun and Ülüş, who determined what to eat at the table depending on Orun, have a strict application area in Turkish state opinion. Orun and Ülüş, which were first applied by Oğuz Han, were brought to a systematic structure by his older son Gün Han and his advisor Irkıl Hoca, who replaced him after Oğuz Han, and hierarchical division was made between Oğuz tribes. The systematized Orun sequence has been used in Turkish state administration from past to present and has become a protocol.
