Summary/Abstract: The purpose of this research is to identify the conceptual definition of the industrial cluster approach in terms of the functioning of the system, and the system and stated that what it means by clarity, reveals a critical literature review offers field theory and practical applications in the literature. In this context, a descriptive method was followed, a wide literature review was made and what it means in the context of the value chain of the cluster concept, which functions of the players in the chain has attempted to define activities that it has performed. Also, often experiencing the concept of chaos, between structures such as Organized Industrial Zones, Specialized Organized Industrial Zones, Agricultured Based Specialized Organized Industrial Zones, free zones, industrial zones and agricultural basin and the relationships between them and cluster formation is revealed.
