Summary/Abstract: The terrorist attacks of September 11, 2001 marked the beginning of a new period in modern history. This period is characterized by instability, unpredictability, and remodeling of complex systems, including both traditional and new forms of challenges and threats to domestic and international security. Of particular importance in the last and the most dangerous category is, beyond any doubt, the exacerbation of terrorism in a truly global threat and at the same time an international challenge. The number of countries experiencing attacks or terrorist activities on their territories continues to increase even though most attacks are still concentrated in conflict areas such as Iraq, Syria or Afghanistan.There are several groups that are organized in genuine networks, and others, such as ISIS or Al Queda, have gained a global mobilization. Given their agenda of initiating events that result in extreme confrontation derived from religious fundamentalism and the rejection of open, liberal societies, negotiation with these groups is inconceivable. Their rapid ability to transform and adapt to new technologies such as the Internet and the social media, exploiting the key elements of Western societies that they claim to despise, jeopardizes the international community, and especially the most affected countries, to come with convincing and efficient solutions in the short term.This leads to an increased climate of public fear, loss of trust in institutions, and a popular perception, reflected in several opinion polls, that ISIS is the number one public enemy, and that the exacerbation of terrorism is virtually inevitable.In response, some opinions contained appreciation that we will have to learn to live with terrorism, adapt to it by implementing its own famous slogan to the British in the Second World War, "keep your calm and continual."
