Summary/Abstract: In the period from the second half of the 18th century to the middle of the 19th century, we can analyze the unique state structure of nomadic Kyrgyz in the light of much new information. The Kyrgyz lived in lengths and independently of each other during this period, but could easily co-operate if an external threat arose. The Kyrgyz, who were in contact with their neighbors, were about to establish a central state of their own by taking the neighbors' state structure as an example, while their countries entered the sovereignty of the Kus and had to postpone the opportunity of establishing a central state of their own for another half century.
