Summary/Abstract: In the Ottoman Empire in the 19th century, the newspapers were started to come out and a journalists association was formed by whom worked in these newspapers and professed journalism. As figures suggesting views on current economic policy and politics showed up, there have been significant developments in the public announcement of state policies and in the public awareness of these issues. As a result, an independent public opinion was established. The journalists of the period questioned the economic and political policies of the state. They criticized these policies and brought forward proposals to bureaucrats. One of the journalists who questioned the state policies was Ali Suavi. Writing on Muhbir, Suavi sermonized to public in the important grand mosques of the period as well. In his writings, Suavi used a style that questioning the state’s policies and criticizing the bureaucrats and offered solutions in this respect. Suavi explained his thoughts on state’s economic problems.
