Summary/Abstract: Several international meetings have been held to discuss environment problems since 70's. One of the most effective ones of these meetings was the Rio Summit where “sustainable development was accepted as it included various topics such as environment, economics, politics and public administration. The principles of the sustainable development principles require some changes in our life style to live more healthy on the earth. Dominant administration understanding (concept) is on of these changes as well. "The administration” in sustainable developmentpreditcs changes in "one dimensional and nationally focused” state. Instead, the new administration concept has been recommended as governed by state, private sector and NGOs called as "Governance”. One of the actors ofgovernance is the private sector and it's role has been being argued for such a long time. There have been two major hypotheses in the arguments. According to the first one; the private sector aims only profit in the process of the production but also it considers environment protection policies brings which extra costs that would reduce the profits.
