Summary/Abstract: During the last decade the political and institutional reform and enlargement of the European Union (EU) have been the focus of both public and academic debates, fostering an impressive political science literature. One of the milestone political deci­sions tackled by the scholarship is that pronounced by the European Council at its meeting in Laeken, in December 2001, when it decided to establish the Convention on the future of the European Union. The task of this Convention is to prepare the next Intergovernmental Conference on Treaty reform (IGC) by considering key issues for the Union's future development expressed in a final constitutional document. The inaugural session of the Convention took place on February the 28th, 2002. The objec­tive of the Praesidium of the Convention is to obtain consensus on a detailed con­stitutional treaty to be presented to the Thessaloniki summit in June 2003 (though it is uncertain whether the deadline can be maintained).
