Summary/Abstract: This article introduces a review of critical research of public policies in France, that uses observation as one of the methods of gathering empirical evidence. The paper provides explanations, why it is important that we know, how street-level bureaucracies operate on a daily basis. It also specifies what constitutes critical public policies’ research, that is capable of creating such a knowledge. Finally, it characterizes the contribution of French critical research by pointing to social and organizational factors that shape public policy delivery.
