Summary/Abstract: Using official redords and memoirs the author examines the relationship between the regional leadership of Slovene communists that the central leadership operating from abroad. Despite the need to remain deep underground and with a limited personal contact, the communists engaged in lively debates in writing that dealt with a number of issues encountered in their daily political practice. The author also describes the communist attitude towards elections (to district and regional govering bodies). All participants in the debate consider elections an essential manifestation of a democratis system, yet the hardships of everyday work had influenced the regional leadership at home who are ready to accept compromise, which the central committee members abroad reject categorically and with full authority.
