Summary/Abstract: This article deals with professor Gruber, the most important representative of the Czech Social Policy School. Professor Gruber´s best book is “the Social Policy” published in 1919. In his opinion social policy primarily refers to guidelines, principles, legislation and activities that affect the living conditions conducive to human welfare. The state distributes throughout social policy´s measures national income among different social classes. J. Gruber successfully overcame the stagnation of social legislation at his time.
