Summary/Abstract: The aim of this study is to develop a scale for evaluating the level of the administrative competencies of school administrators. In accordance with the principles of scale development, literature review, substance pooling, taking expert opinion and creating scale form were followed. A literature review has been done on the competencies that school administrators should have in conducting their management duties. Four competence areas covering Katz’s (1978) four competency areas, including technical competencies, human competencies and conceptual competencies, which are the three main competency areas of effective management, and technological competencies that should be met with the changes that are experienced today, have been determined for school administrators. An item pool was created according to these four dimensions. From the created item pool, a draft scale form was prepared as a result of the feedbacks of the experts and the evaluations of 50 school administrators. The data were analyzed by applying the draft scale form to the 256 participants who served as school administrators in the 2015-2016 academic year. Item analyzes, exploratory factor analysis (EFA) and reliability analyzes were performed. The assessment of the scale, KMO (Kaiser- Meyer- Olkin Measure of Sampling Adequacy) as 0.914, Bartlett Test as 5,315 and Cronbach Alpha value as 0.970 were founded. As a result of the study, School Manager's Proficiency Scale was developed as a valid and reliable scale consisting of 50 items in four dimensions.
