Summary/Abstract: Information technology, which has become an indispensable part of our lives with each passing day, has widespread use both in our personal lives and in public institutions with the spread of the internet. Operating systems are software that automatically performs tasks from the moment the computers are turned on, acts as a bridge between the user and the computer, and enables the computers to function. Operating systems can also be subject to more than one separation between themselves, one of which is an open source or closed source code. Closed-source software can not be changed, but it is software that can be added by the creators with updates and new features. Open source software, on the other hand, has a very low cost because of its ability to be modified and modified by users. These softwares can be revised by the users and can be coded according to the demand. One of the topics discussed in our country with the project launched in 2003 was the use of domestic software in public institutions.
