Summary/Abstract: The paper treats health care practices in the sector “Primary Outpatient Health Care” which are continuously being reformed. Important issues are expecting to be managed, related to nurses’ low statute and wages, underestimation of health prevention, market mechanisms, inadequate for health care and obstructing ideological contradictions.
