Summary/Abstract: Right to information (BEH) granted by government to the public is one of the instruments which facilitates participation of openness and participation in government. Right to information act which came into force in Turkey on April 24th, 2004, and the directive which regulates its application, consists of clauses which provide for participation of public to government. It is believed that, now that this act is adopted, traditional operation of public administration and approach of the public to public administration shall change. In this paper, the reflection of applications filed by citizens to municipalities and governor’s offices based on BEH onto the decisions made and services provided by municipalities and governor’s offices have been examined using the cases of Uşak Municipality and Uşak Governor’s Office.
