Summary/Abstract: It is common ground that none of the three foundations of the European Communities do not contain provisions for the protection of human rights, as it was thought that the process of economic integration could not led to violations of these rights. For a contract with mainly economic aspirations aimed at creating a common market, the theme of "human rights" was thought seems irrelevant.
