Summary/Abstract: Ahmet Rifat Çalıka, lawyer and politician. Çalıka, who was born in 1888 in Kayseri, had to continue his education life in different cities because his father was a regiment clerk. Lastly, he graduated from Istanbul Law School and while he was judiciary of Maydos, he became mayor of Kayseri in 1914 and continued to serve until 1916. When he was Mayor, he was elected as deputy to the Ottoman Parliament and remained in office until the Parliament was abolished on 21 December 1918. After the abolishment of the Parliament, he became mayor again and continued to serve until 1919. He joined the Müdafaa-i Hukuk Community after the Sivas Congress. With the opening of the Grand National Assembly, he came to Ankara and became a deputy in the first term. He was appointed as a Minister of Justice in the governments when Rauf (Orbay) and Fethi (Okyar) headed to the Assembly (16 August 1922-18 August 1923). However, Çalıka, who was an independent candidate during the period when the first parliament was abolished and the second parliament was formed in the Grand National Assembly, was not elected as a deputy. In the emergence of this situation, although it did not make an opposition in the extreme, it was a big influence of being in the opposition group called the second group in the Assembly. He abandoned politics after he could not enter the parliament and then he was mayor again between 1924 and 1925. Thus, he became the Mayor of Kayseri three times at different times.
