Summary/Abstract: This article is concerned mostly about the institutional competitiveness of EU compared to the USA from the point of view of of the quality of the business environment. On short term, EU economic environment can become as free as EU decisional bodies and politicians would want or allow it. EU official position appears to be ambiguous concerning the future of the business environment, despite acknowledging the necessity of improving it in order to stimulate entrepreneurship. Despite economic, political and regulatory integration, European business environment varies across among member states.
