Summary/Abstract: Establishing a balance between the legislative and the executive power, including the presence of constitutional mechanisms of mutual control, is an essential feature of parliamentarism. The institute of the dissolution of Parliament provides for exercising the necessary balance between the legislative and the executive power. The key questions arising in relation to that institute are, inter alia, the authorities of certain bodies in charge of the dissolution of parliament, as well as the reasons for the dissolution. The rationale for the dissolution of Parliament cannot be solely based on eliminating the conflict between the Government and Parliament, which falls within the scope of the classical doctrine; the issue of dissolution of Parliament must also be raised in situations when Parliament loses the support of the electoral body. Modern conceptions speaks in favour of placing the mechanism of dissolution of Parliament into a socio-political context, rationalising and analysing this institute in a concrete socio-political reality, taking into consideration, among other things, the role of political parties. In the last decade, the dissolution of parliaments in the countries of the region (former SFRY republics) has become an increasingly common phenomenon. When reasons and circumstances leading to dissolution are reviewed, including the socio-political situation, we may pose the question whether it is about a conflict between the Government and Parliamant or a conflict between political parties, and whether the objective of the dissolution is to resolve the conflict, to reinforce the governing power, or something else. The answers to these questions will be sought through the analysis of this institute in the countries created in the region of ex-Yugoslavia, by placing the constitutional norms in the context of sociopolitical reality and circumstances that influenced the rise of this phenomenon.
