Summary/Abstract: The author of this article utilizes original archival documents, periodicals from the time, and other relevant literature to analyze the reasons for the formation and deployment of the European Community Monitoring Mission (ECMM) in Croatia, 1991-1995. The European Community Monitors’ – as they are commonly known – basic duty was to observe and report on the fulfillment of the agreements reached among the parties in conflict in Croatia. Their activities were dependent on a large number of factors on which the mission in reality could not have much effect.
