Summary/Abstract: The article proposes approaches to ensuring the unity of legal positions regarding the assignment of public-law disputes on public property to administrative jurisdiction through the paradigm of judicial hermeneutics. The author reveals peculiarities and criteria of the administrative jurisdiction of the disputes on public property, taking into account the practice of the European Court of Human Rights regarding the determination of jurisdictional boundaries.
