Summary/Abstract: The observation of contemporary Russian political system represents very difficult task not only for political science scholars but also for political practice itself. It is not possible to categorize Russian political system into traditional schemes of typical democracy models. It is not clear if the process of democratic transition has been finished. In this meaning the Russian political system is considered to be a security threat. The National Security Strategies of the Russian Federation, adopted in the Putin’s and Medvedev’s presidencies, show signs of relative similarity. However, the first look is misleading. The Medvedev Doctrine is based on the previous administrations’ concept, but it contains some new elements. This is due to the change in the working groups, but also due to the dynamics of the international relations (the new US policy, NATO summits, changes in the focal points of military conflicts).
